Its general objective is to improve the protection of critical infrastructures in the European Union. This objective is supposed to be achieved by Council Directive No. 2008/114/EC and other accompanying European projects (Critical Infrastructure Warning Information Network, European Reference Network for Critical Infrastructure Protection) and financial measures. The Civil Emergency Preparedness and Strategies Division acts as a contact point for coordinating issues related to the European Programme for Critical Infrastructure Protection within the Czech Republic and with other Member States, the Council of the EU and the European Commission. Within the Ministry of the Interior the Czech Republic coordinates tasks related to the membership of the Czech Republic in the EU and fulfils the tasks resulting from the EU documents in the field of civil protection. It processes the required outputs, e.g. answers to EU questionnaires, materials for the meetings, documents, opinions, positions and mandates of the Czech Republic. At the same time it ensures the position of the European Critical Infrastructure Protection Program Contact Point at the international level. This legislative tool provides closer cooperation of the Participating States and better coordination and reaction to disasters inside as well as outside of the EU. Its main aim is to support, coordinate and complement activities of the Participating States in the field of Civil Protection and to improve the effectiveness of systems in the field of prevention, preparedness and response to the natural and man-made disasters. Currently the Union Civil Protection Mechanism applies to 28 Member States of the EU, Montenegro, Iceland, Macedonia, Norway, Serbia and Turkey. The use of some of its measures is also made available to other candidate countries and potential candidates and countries that are part of the European Neighbourhood Policy. In the sphere of its competence the VCNP represents platform of wide interdepartmental cooperation with an emphasis to the field of preparation and management of emergencies and crisis. The rules of the VCNP activities are directed by internal regulations such as Statute, Rules of procedure and Rules of organization. These regulations deal with the committee´s competence, composition, rules of conduct and define the internal structure and organization of committee´s work.
